Hennepin County's Grants Management and Administration department (GMA) is seeking a Senior Administrative Assistant to join our team. This position will provide direction for the organization’s grant management and administration functions. As the organization moves toward a federated model for managing/administering grants, there is a need for effective grant operations, robust internal and financial controls, and improved processes. This position works across the organization to research and respond to grant opportunities, lead or facilitate special projects/initiatives, mitigate risks, and address compliance issues. The purpose of the position is to ensure grants opportunities are explored and considered in alignment with the organization’s mission, values, and goals, and that departments pursuing grants are supported throughout the entire grant process. This position will also ensure grants are administered equitably and effectively, consistent with state and federal requirements.

Location and hours:
This position is hybrid and will be performed both on-site at the 625 Building at 625 4th Avenue South, Minneapolis MN 55415, and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. – 5 p.m. with some flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:

Create opportunities for all county residents by directing the coordination of assessing and responding to grant opportunities, conducting cost/benefit analyses, and organizing the county’s priorities and strategic objectives related to grant efforts.

Serve in a consultative role for grant writing and grant research for the organization.
-
Draft grant applications and proposals on behalf of the county and in coordination with all applicable stakeholders.

Establish and implement the pre-award phase of the grant process and ensure its sustainability for the organization.
-
Develop, implement, and operationalize grant projects to ensure optimal performance, compliance, and outcomes for county residents.

Manage and monitor grant compliance requirements and respond to issues and inquiries.
-
Establish best practices and uniformed approach to grant project management.

Develop and deliver trainings including hosting community of practice informational sessions focused on pre-award, grant management, and compliance.
Need to have:

One of the following:

Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and four years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

Eight or more years of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

Grants Management & Administration (GMA) leads the planning and coordination of county-wide grant development opportunities, establishes and directs the implementation of grant policies and procedures, and provides guidance, consultation, and advice on grant administration and management for the county. GMA is responsible for:

Establishing organization-wide grants efforts.

Directing operations that the support the organization's grant administration and management functions.

Designing and implementing lean processes for administering and managing grants to further build capacity and strengthen skills, knowledge, and experience.

Supporting and providing guidance on grants to ensure optimal performance, compliance, and outcomes to reduce disparities and improve services to communities.

Coordinating and managing interdepartmental grant projects to ensure the organization achieves its mission, values, and goals.
