Overview:
The Human Resource Assistant will provide comprehensive HR support services to PHMSA. This role includes administrative and technical support to HR management and staff, focusing on staffing, recruitment, HR development, employee relations, and workforce planning. The HR Assistant will also assist with awards activities, document management, and various HR advisory and coordination tasks.
Hours: Mon-Fri with flexible with the following time periods (start time band – 7 am to 9:30 am and end time band 3:30 pm to 6 pm),
Tasks to be Performed:
- Provide administrative and technical support to HR Specialist staff, including staffing and recruitment, position classification, human resource development, human resource systems, and employee relations programs.
- Assist with awards activities on an as-needed basis.
- File documents and maintain Official Personnel Folders (OPFs).
- Process HR-related actions, including building and posting vacancies, and inputting travel and employee timecards.
- Provide advice on the implications of proposed management decisions with respect to procedural HR matters.
- Perform workforce planning services, including the analysis of data from reports extracted from HR databases and personal security coordination.
Qualifications and Requirements:
Experience and Skills:
- Demonstrated experience in providing administrative and technical support to HR management and staff.
- Experience in staffing and recruitment, human resource development, employee relations, and workforce planning.
- Experience in eOPF, processing, and coding personnel actions.
Knowledge:
- Knowledge of current Federal HR laws, regulations, and policies.
- Proficiency in Federal HR systems and HR concepts, principles, and techniques.
Technical Proficiency:
- Proficient in using office automation software, such as MS Word, Outlook, Excel, and Access.
- Skill in drafting, editing, and reviewing documents for correct content, spelling, punctuation, format, grammar, and style.
- Proficiency in office administration, automated word processing, graphics systems, spreadsheet applications, and developing graphic/artistic presentations for publications and documents as required.
Communication and Organizational Skills:
- Ability to communicate effectively with individuals at all levels of responsibility.
- Ability to communicate effectively to resolve issues that arise with internal stakeholders and the public.
- Good organization skills.
- Skill in coordination of several integrated business processes to ensure timely processing of all requests.
- Ability to develop effective working relationships with several DOT offices to ensure the success of the program.
