Position Description:
USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
The Vetting Assistant will support BHA’s Internal Control and Risk Management (ICRM) team in the Audit, Risk, and Performance Management (ARPM) Division of BHA’s Office of Humanitarian Business and Management Operations (HBMO). Working with the Vetting Support Unit (VSU), the Vetting Assistant will undertake assignments that support the formal vetting process for humanitarian programs. This position is responsible for receiving/coordinating personally identifiable information (PII) from implementing partner recipients and applicants for the purposes of vetting, responding to recipient and applicant questions about information to include on the Partner Information Form (PIF) or to enter in the Partner Vetting System (PVS) portal, and supporting the Vetting Official to ensure compliance with USAID policies on the vetting of humanitarian programs.
The Vetting Assistant coordinates with USAID’s Office of Security (SEC) on related matters and conveys vetting determinations to existing or potential awardees and subawardees. The Vetting Assistant supports the Vetting Official to engage with implementing partners for the vetting process. The Vetting Assistant reports to the ICRM team lead or designee, with formal supervisory and evaluation functions performed by a Team Credence contract supervisor.

Work Schedule: Full-time, hybrid 3 days in office
Starting Salary Range: Full salary range for this position is: $95,000.00 - $102,00.00 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
Clearance Required: Ability to obtain and maintain a Secret-level Clearance (US citizenship is required)
Responsibilities:
Working under the guidance and technical supervision of the Vetting Official, the Vetting Assistant will perform the following:
Vetting Portfolio Management:
- In support of the Vetting Official, manage the vetting request process—from the receipt of Personally Identifiable Information (PII) from USAID implementing partners through the communication of final vetting determinations.
- Under guidance of the Vetting Official, engage with USAID implementing partners and respond to any questions related to the Partner Information Form (PIF) and Partner Vetting System (PVS).
- Collect and review vetting data s for completeness and accuracy.
- Advise applicants and/or recipients on the type of supporting documents required for vetting and make necessary adjustments.
- Track and submit vetting requests to USAID’s SEC for analysis and interface with SEC representatives for additional vetting information requests.
- Perform regular checks in the PVS database to verify if a record currently exists for the prospective recipient.
- Liaise with BHA Agreement Officer Representatives/Contract Officer Representatives (AOR/COR) on final vetting determinations.
- Create and maintain an internal vetting filing system that is in accordance with Agency policies on sensitive and classified information.
- Develop and maintain data collection tools for vetting program monitoring and evaluation, with guidance from the Vetting Official.
- Generate status reports for the Vetting Official to analyze vetting results and monitor any outstanding vetting queries.
- Conduct background research using open-source databases like the Specially Designated Nationals and Blocked Persons List or UN Security designation, perform quality control on gathered information, and ensure compliance with relevant U.S. Government and USAID directives on handling classified national security information and records management.
- Test, identify, report on PVS's functionality and capabilities, assess data accuracy, and recommend corrective actions and improvements to the Vetting Official.
- Ensure strong attention to detail and the ability to maintain confidentiality.
- Ensure that files are maintained and follow privacy protocols.
- Incoming vetting personnel, including Vetting Assistants, must receive a Letter of Designation for Vetting Assistant after completing required training as a prerequisite to initiating the performance of their vetting-related duties.
Partner Vetting Training Support:
- Support the Vetting Official in providing training to USAID staff and external stakeholders on the partner vetting process.
- Provide organizational and logistical support on internal and external partner vetting training.
- Participate in interagency, intra-agency and partner-wide vetting meetings.
- With guidance from the Vetting Official, help support meetings with senior leadership on vetting eligibility determinations and vetting policy implications.
- Assist with onboarding new staff on the partner vetting process.
Policy, Guidance, and Research:
- Develop a strong understanding of USAID’s vetting policies, authorities, and approaches.

Qualifications:
- Minimum: Bachelors degree and two (2)+ Years or High school diploma and four (4)+years of experience working in counterterrorism, investigations, compliance, or risk management preferred.
- Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.
- Data entry, information management, data analysis, and experience handling sensitive information
- Possess excellent judgment and reliability;
- Preferred: A Bachelor's degree and four (4) years of experience working in counterterrorism, investigations, compliance, or risk management preferred.
Other Qualifications and Requirements:
- Have strong organizational skills and exceptional attention to detail;
- Possess excellent oral and written communication skills;
- Have strong working knowledge of Microsoft Office and Google Suite;
- Experience facilitating trainings are a plus;
- Be able to multi-task and work under deadlines in a fast-paced and collaborative environment;
- Be capable of prioritizing tasks and follow up on actions without prompting;
- Be flexible and adaptable to changing circumstances; and
- Be willing to go the extra mile and participate as an active team member who assists other team members as necessary.
