Job Summary:
The Human Resource (HR) Director will lead and administer all Human Resources functions including but not limited to recruitment, onboarding, performance evaluations, benefits and leave administration, and develops and implements HR policies to ensure compliance with legal regulations and industry best practices. The HR Director will play a pivotal role in shaping our organization’s human resource functions. The individual will work closely with leadership to develop and implement strategic HR initiatives that support our growth and commitment to excellence. This position reports directly to the CEO.
Key Responsibilities:
- strategic direction and leadership to the HR department, setting goals and priorities that align with Val Verde Regional Medical Center (VVRMC) mission and values.
- Policy and ProcedureDevelopment: Create and enhance HR policies and procedures to ensure compliance with legal regulations and industry best practices.
- Talent Acquisition: Develop and oversee the recruitment process, attracting top talent to join VVRMC.
- Employee Relations: Foster a positive workplace culture by managing employee relations, conflict resolution, and performance management.
- Benefits Administration: Manage the administration of employee benefits, including PTO, health benefits, and retirement plans.
- Compensation and Payroll: Oversee compensation strategies to ensure competitive pay structures, efficient payroll management and productivity standards.
- Training and Development: Promote continuous learning and development opportunities for employees at all levels.
- Diversity and Inclusion: Champion diversity and inclusion initiatives to create a welcoming and equitable workplace.

Specific Responsibilities:
- Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting and retention.
- Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
- Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
- Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
- Facilitates professional development, training, and certification activities for HR staff.
- Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.
- Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values
- Prepares, monitors, and evaluates department budget, and ensures that the department operates in compliance with allocated funding.
- Implements human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, AA/EEO compliance, and labor relations.
- Coordinates and directs internal/external audits.
- Creates and fosters an environment that encourages professional growth.
- Responsible for sending out and tracking probationary evaluations for new employees and for sending out and tracking yearly employee evaluations as appropriate.
- Responsible for completing Workers Compensation information in a timely manner as well maintaining OSHA requirements.
- Other duties as assigned.

Compliance to Regulatory and/or Administrative Rule: VVRMC is a County Hospital District operating in compliance with the rules, regulations, and policies established by Federal, State, County and hospital authorities. Employees and leaders are expected to understand the limitations of their role and responsibilities and to act within their scope of work. Each is expected to ask for assistance from competent leadership when in doubt.
- Job Competency: All positions in the hospital require competency assessments each year. Each employee and leader is expected to satisfactorily complete the appropriate testing and/or assessment required within the time frame established.
Minimum Entry Level Qualifications
Bachelor's Degree in Human Resources, business or a related field. Master's degree preferred. SHRM certification preferred.
- Experience and/or level of competency:
Five (5) years’ of progressive work experience in Human Resources with a minimum of three (3) years’ supervisory experience required, preferably in a hospital setting.
- Knowledge / Skills:
- Extensive knowledge of local, state, and federal employment/ labor laws
- Ability to work with only general direction, and provide direction and guidance to others
- Must be able to simultaneously manage multiple tasks and be able to prioritize by levels of importance and urgency
- Excellent organization skills and maintain attention to detail while often under difficult deadlines
- Proficient computer skills, specifically with Microsoft Office Suite
- Excellent interpersonal and communication skills
- Must be able to work on complex problems and provide solutions
- Excellent analytical skills, judgment, and innovative thinking
- Must be able to handle personnel matters with confidentiality and sensitivity
- Proficient in Human Resources Information Systems
