About the position:
The Illinois Board of Higher Education (IBHE) is seeking a Senior Managing Director, reporting directly to the Execuive Director.
As a member of the IBHE Senior Leadership team, serving as an advisor to the Executive Director, this position oversees multiple major programmatic and administrative areas divisions of the Agency including talent and workforce development, academics and programs, and agency administration, ensuring operational efficiency, alignment, and success; Responsible for setting direction, overseeing execution, and setting policy for assigned units.
Major Duties & Responsibilities include:
- Serves as a member of the Senior Leadership Team, supporting the Executive Director in setting and executing agency direction and priorities in alignment with the higher education strategic plan, A Thriving Illinois, and Board direction
- Leads and directly oversees multiple agency divisions including talent and workforce development, academics and programs, and agency administration, ensuring agency core responsibilities are effective, innovative, equity- and student-centered; sets policy and direction for assigned divisions; acts on behalf of IBHE in the development, management, and maintenance of relationships and agreements with Institutional and agency partnerships to ensure program creation, continuity and success
- Engages with the Board and Board members on major initiatives, committees, and projects
- Develops and executes vision for assigned units, ensuring services, programs, and activities are effective, innovative, equity- and student-centered, and fulfill all regulatory requirements
- Responsible for designing, developing, and building out workstreams, initiatives, and staff teams, ensuring all are effective, innovative, equity- and student-centered, while meeting all regulatory requirements.
- Leads the units and teams responsible for administrative oversight of the Agency, including but not limited to lease administration, records retention, vehicle/fleet coordination, and information technology
- Builds and maintains relationships and partnerships with institutions, other agencies, states, associations, and organizations to effectively oversee and innovate in agency priority areas
- Assists in the agency’s annual planning, budgeting, and goal setting
- Provides high-level coordination across agency departments, units, and functions, to ensure peak agency effectiveness
- Other duties as assigned, within scope of position
Position Requirements and Qualifications:
- Master’s Degree in a related field, from an accredited Institution required*
- Doctorate or terminal degree preferred
* Three additional years of experience may be substituted for a Master’s degree

Required:
- Minimum of ten (10+) years of progressively responsible management experience, preferably 15+ years, including at least 5+ years in a senior leadership role
- Experience at the senior-leader level, with setting direction, prioritization, and execution on behalf of Executive Director
- Experience in overseeing and effectively leading teams of subject matter experts where they do not have content expertise
- Experience building out new work in partnership with others: researching, conceptualizing, designing, identifying organizational needs, budget, etc.
- Experience at the senior-leader level leading and managing multiple complex organizational divisions/units, with a wide range of responsibilities
- Experience in effectively leading teams working on wide-ranging and complex activities, across a large spectrum of topics
Preferred:
- Prior experience in government, education, or higher education

Work Hours: 8:00 am - 4:00 pm / Mon - Fri

Travel within Illinois is expected, as required by the work.

Pay: $165,000.00 - $200,000.00 per year
