General Summary

The purpose of this classification is to direct, manage, plan, and perform internal audits including operational, compliance, and financial audits of all SCAG activities; and provide the Audit Committee with timely reports of audit findings, analyses, and recommendations designed to strengthen and improve internal control, equity, and operational performance.

DISTINGUISHING CHARACTERISTICS

The Internal Auditor is responsible for the management of SCAG’S auditing function and acts as an advisor to SCAG leadership and policy committees on audit and financial matters. This may be demonstrated by auditing and assessing the adequacy of internal control systems, providing recommendations for consideration in formulating policies, and establishing internal management controls.

Essential Duties & Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

Prepares and holds Audit Committee meetings, including uploading reports to AMS, incorporating comments from management, and presenting the findings
Develops a flexible annual audit plan based on risk assessment, including performing annual risk assessment and drafting audit plan
Plans, manages, and coordinates Internal Audit program goals, objectives, policies, and priorities
Directs, manages, plans, and performs internal audits including operational, compliance, and financial audits of all SCAG activities
Provides the Audit Committee with timely reports of audit findings, analysis, and recommendations designed to strengthen and improve internal control and performance results
Determines compliance with SCAG's fiscal policies and regulations regarding revenue, expenses, budgets, contracts, lease compliance, sub-regions, projects, and programs
Evaluates the efficiency, effectiveness, and economy of SCAG division operations including the safeguarding of SCAG assets
Reviews internal control structure to ensure compliance with SCAG management policies, procedures, laws, and regulations
Participates in the review of planning, design, and development and implementation of new or revised SCAG audit programs, systems, procedures, and methods of operation of SCAG accounting systems
Reviews cost information in consultant proposals, including direct labor rates, indirect rates, and other costs
Monitors and acts as project manager for SCAG Ethics Hotline and ensures that incidents reported to the anonymous ethics hotline are investigated thoroughly and objectively, and that corrective measures are taken if necessary
Provides professional advanced journey level staff assistance and coordination in support of SCAG audit functions
Fields questions and concerns from staff related to a wide variety of topics, including operations
Perform special assignments as directed by the Audit Committee
Performs reasonably related duties within the scope of the classification as assigned

Minimum Qualifications

Any combination of training, education, and experience that would provide the required skills, knowledge, and abilities is qualifying. A typical way to obtain the required qualifications would be with 9 years' experience working in governmental auditing and a bachelor’s degree in a relevant field.

REQUIRED LICENSES OR CERTIFICATIONS

Gain comprehensive understanding SCAG Ethics Policy and other pertinent policies

Analyze problems, identify solutions, project consequence, and develop recommendations
Conduct research on a wide variety of administrative topics and SCAG policies and procedures
Maintain confidentiality
Develop and/or review clear, concise communications and reports
Use basic to intermediate features of Microsoft Office Suite
Contribute to a culture of diversity, equity, inclusion, and belonging

Supervisory Responsibilities

Classification has no level of supervision in the scope of work but may provide occasional direction to interns, temporary employees, and consultants.

Classification has major fiscal responsibility. Responsible for developing budget and exercising primary control over department-wide financial decisions. Assures that appropriate linkages exist between budget requests, departmental goals and objectives, and staff work plan tasks. Monitors budget plan and adjusts as necessary. Decisions and actions have a direct impact on agency operations, financial management, employee morale and safety. Risk at this level is major. Errors may not be immediately identifiable and require effort to resolve or mitigate consequences, resulting in significant loss of time and may likely have a mid-term impact on future goals, operations, employee morale and wellbeing.
