JOB TITLE: ENGINEERING INSPECTOR II
ENGINEERING/STORMWATER MANAGEMENT DIVISIONS
ENGINEERING/PUBLIC WORKS DEPARTMENT
GENERAL STATEMENT OF JOB
Under general supervision, performs technical construction inspections Engineering and Stormwater Management departments to ensure compliance with applicable codes and standards. Reports to the Engineer II and Superintendent of Stormwater Management.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Schedules and conducts construction observation, inspection and testing of new sanitary sewer collection, water supply, and storm drainage systems, roads, and other infrastructure to ensure compliance with applicable construction standards.
Conducts sediment and erosion control inspections to ensure compliance with permits and applicable regulatory standards.
Meets with contractors, engineers, and property owners to discuss inspection procedures and issues.
Receives and/or reviews various records and reports including plans, specifications, test results, and permits.
Prepares and/or processes various records and reports including progress reports, construction log, test reports, and correspondence.
Reviews construction invoices and verifies quantities for payment.
Refers to plans, specifications, details, manufacture data, policy and procedure manuals, codes/laws/regulations, publications and reference texts, etc.
Operates a vehicles and a variety of equipment such as testing equipment, plan copier, desktop and laptop computer, etc.
Interacts and communicates with various groups and individuals such as Director of Engineering and Public Works, contractors, engineers/surveyors, developers, and the general public.
Inspects confined spaces, earth trenches, roadways, woodlands, vaults, pipes, below ground trenches.
Utilizes a variety of computer software programs such as Microsoft Office, email, permitting & inspection, etc.
Operates and maintains assigned vehicle.
ESSENTIAL SAFETY FUNCTIONS
It is the responsibility of each employee to comply with established policies, procedures and safe work practices. Each employee must follow safety training and instructions provided by their supervisor. Each employee must also properly wear and maintain all personal protective equipment required for their job. Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.

Assists Engineering and Stormwater Management Department with various projects as assigned.
Performs related duties as required.
MINIMUM TRAINING AND EXPERIENCE
Requires a Technical College diploma supplemented by two years of experience in construction and/or construction inspection; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must possess at least two SCDOT certifications or APWA Certified Public Infrastructure Inspector Certification. Must possess or be able to acquire CEPSCI certification within the first six months. Must have a valid driver’s license.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a computer, telephone, drafting equipment, etc. Must be able to exert up to twenty pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; work involves sitting, standing and walking, stooping, kneeling, crouching, pushing, pulling and lifting/carrying weights of up to eighty plus pounds.
Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving direction from supervisor.
Language Ability: Requires ability to read a variety of codes of law, technical reports and surveys, financial reports and budget documents, computer manuals, engineering drawings, etc. Requires the ability to prepare technical reports, reviews, proposals, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.
Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to deal with several abstract and concrete variables. Requires the ability to learn and understand complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and to understand and implement basic office machinery functions.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow verbal and written instructions. Must be able to communicate effectively and efficiently with persons of varying educational and cultural backgrounds and in a variety of technical and/or professional languages including civil engineering, legal, etc.
Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals and to determine time. Must be able to use advanced applications of algebra, geometry, trigonometry, calculus and hydraulics.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery and professional tools and instruments.
Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have moderate levels of eye/hand/foot coordination.
Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, night vision, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a slight degree.
Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear).

Knowledge of Job: Has thorough knowledge of the methods, procedures, and policies of the Engineering/Stormwater Management Division of the Public Works Department as they pertain to the performance of duties. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position; is able to maintain knowledge of legal and technical issues affecting agency operations. Has considerable knowledge of the functions and interrelationships of the City and other governmental agencies. Has knowledge in the areas of civil engineering, public works services, and methods of operation (including road construction and maintenance, storm water management, building construction), land usage and development, environmental engineering. Is able to make sound, educated decisions. Is able to plan and develop daily, short- and long-term goals related to City purposes. Is able to plan and coordinate the most effective use resources to achieve department goals. Is able to ensure division compliance with all laws and regulations and control the activities of the division through effective supervision. Is able to offer instruction and advice to others regarding departmental policies, methods, and regulations. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to plan, organize, and prioritize daily assignments and work activities. Is able to learn and utilize new skills and information to improve job performance and efficiency. Is able to make required mathematical computations with accuracy and speed. Has thorough knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for word processing and records management. Has knowledge of and skill in using survey equipment, drafting instruments, and other specialized equipment used in engineering inspection. Is able to work safely and effectively despite occasional exposure to adverse weather conditions, extreme heat or cold, wetness, humidity, construction/traffic hazards, working at heights or in confined spaces, etc. Has knowledge of how to react calmly and quickly in emergency situations.
