POSITION PURPOSE: To plan, organize, direct, and manage the Water Resources Division in such a manner that will assure its economic and competitive success. This effort will be executed through, but not limited by, the following objectives:
A. To advise and assist the CEO and Chief Officers in carrying out their functions and responsibilities to the business.
B. To manage the Water Resources Division through developing the strategy, objectives, near-term plans, and day-to-day operations, assuring all goals are met.
C. To assure the public an adequate supply of equitable cost, dependable Utility support through efficient utilization of financial, physical, and human resources.
D. To initiate/pursue/assist in the promotion of economic activity that will enhance the growth and development of the total service area.
E. To assure the development and enforcement of an effective safety and training program.
F. To pursue the application of management concepts throughout the organization in order to promote the growth of employees and of the business.
G. To provide timely reports to the CEO and/or the Board of Commissioners in all areas of responsibility.
NATURE AND SCOPE: This position is responsible for planning and directing the water treatment, distribution, and wastewater collection/treatment services provided by the PWC. This position directs the efforts of the management staff of the Engineering Department, Construction & Maintenance Department, Water Treatment Department, Wastewater Treatment Department, and the Environmental Department and other assigned duties.
The incumbent is responsible for consulting with staff for the development of plans for the attainment of the business objectives; the development of annual work plans, programs and related budgets; the requirements for maintaining staffing requirements, and financial solidarity; the planning/development and maintenance of facility improvements; the assurance that an adequate utility supply is available/provided; the execution of Commission policy; the utilization of consultant expertise when necessary for consistent operation. Submits information to the CEO for use in organizational leadership, to include the Board of Commissioner’s meeting.
The incumbent will:
1. Review periodically, in consultation with staff, the functions, activities and staffing requirements; develop and recommend to the CEO the organizational structure best suited to carry out the Utility’s objectives.
2. Interview, select, hire, develop, promote, demote, transfer, and recommend termination of employment of division employees. Review, with right of disapproval, all personnel decisions made by the Water Resources Division staff for positions in their respective departments.
3. Assure that staff is trained to meet the qualifications of their respective positions.
4. Periodically review the performance of staff to encourage growth and development.
5. Administer the organization policy and wage and salary program for the Water Resources Division; review, in consultation with staff, the salary plan.
6. Assure that delegations of authority are understood and accepted by management staff.
7. Assure that position descriptions are prepared for all positions in the division and are maintained current.
8. Conduct staff meetings, periodically, to improve communications, and coordination; resolve problem situations by developing a spirit of teamwork and assure that staff follows this practice in their teams.
9. Direct the activities of the business; delegate authority to the department managers with full recognition that delegation of authority does not relieve overall responsibility; seek understanding and full acceptance of this delegation.
The incumbent’s ongoing challenge lies in assuring there exists a proper mix of labor, materials, and equipment required to meet the PWC’s needs within acceptable time, costs, and quality standards.
The incumbent will assure that the policies and procedures of the PWC are equitably and effectively implemented by subordinates. The incumbent will make every effort to settle questions and/or issues within established procedures.
ESSENTIAL DUTIES: (Direct and/or Delegated)
1. Assures response to customer’s (internal and/or external) concerns/complaints in a professional/timely manner; communicates concerns/complaints to the CEO, when appropriate; maintains composure at all times; advises, counsels, and/or consults with staff on special problem;
2. Interprets policies, procedures, and objectives of the business;
3. Approves travel and other expenses of immediate staff in accordance with operational procedures;
4. Approves vacation and leave schedules for staff;
5. Signs requisitions for budgetary expenditures;
6. Assures preparation of the annual budget for the Division and recommends to the CEO for approval;
7. Reviews and stays informed of general system improvements and major construction;
8. Approves purchases of transportation equipment, tools, and supplies in accordance with operational policies and procedures;
9. Advises/assists the CEO in special/regular meetings by reporting on Utilities operations;
10. Assures employees are reviewed annually in accordance with PWC policies and procedures;
11. Attends and participates in National, State, and Regional meetings serving the business’ interest;
12. Holds regularly scheduled staff meetings to discuss problems, plans, and programs in an effort to build a cohesive team spirit;
13. Assigns members of the staff to represent the business at community, educational, and technical meetings;
14. Participates in special management courses to improve techniques and skills;
15. Reviews needs for and qualifications of consultants and makes recommendations to the CEO in accordance with budgetary requirements;
16. Assumes an appropriate role in community development activities and accepts speaking invitations;
17. Consults with attorneys on legal matters;
18. Participates in the development of, as well as the execution of, the PWC’s strategic plan; assures that all aspects of the events are on schedule in accordance with the intent of the plan;
19. Recommends approval of joint use contracts, as appropriate;
20. Plans/directs the sale of bonds and tracking of bond fund activities;
21. Accepts other duties as necessitated by the demands of the business.
MINIMUM QUALIFICATIONS: Graduation from an accredited four (4) year college or university with a Bachelor’s Degree and a minimum of ten (10) years of experience working in utility management or related field with a minimum of five (5) years as a Manager or “charge authority”. Registration as a Professional Engineering in NC preferred.
SPECIAL REQUIREMENTS: Must possess/maintain a valid North Carolina Driver’s License.
PHYSICAL REQUIREMENTS: Must be able to perform the essential duties of the position.
SAFETY HAZARDS: Minimal. Work is performed primarily in an office environment.
PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
