Position Overview:
We are seeking a highly motivated and experienced Clinical Program Manager to develop and lead programs aimed at connecting vulnerable individuals to medical, behavioral health, housing navigation, and other supportive services. The Clinical Program Manager will also play a crucial role in developing and implementing a new CalAIM-funded program at The Center.
The Clinical Program Manager will serve as a people leader, ensuring that obstacles are
removed so staff can perform their jobs. This position will mentor up-and-coming leaders to ensure they are growing professionally and in readiness for internal promotions. This position reports to the Director of Programs and will work closely with HR and Operations staff on people issues and administrative support, respectively.
Responsibilities:
1. Program Development and Management:
● Oversee operations of the following programs at The Center: E6 Street Outreach team, Coordinated Entry System, and CalAIM Community Supports Initiative.
● Participates in program management meetings with funders, partners, and other relevant parties as needed.
● Monitors budgets for assigned programs and provides required financial documents for billing and compliance needs.
● Monitor program activities and outcomes to track progress toward internal and external
FY goals and objectives.
● Ensures the delivery of high-quality, evidence-based services that prioritize staff and
client safety and well-being.
● Supports the Director of Programs by providing clinical insight and recommendations for
policies and procedures for the assigned programs.
● Reviews and signs all required case management paperwork and regularly reviews files
for accuracy, completeness, and contract compliance.
2. Staff Supervision
● Conduct weekly one-on-one meetings with team members.
● Provide team members with clinical leadership and supervision to guide decision-making
that prioritizes staff and client safety and well-being.
● Acts as a resource for team members to problem-solve complex issues; connects staff
with relevant resources as necessary.
● Provide required clinical case conferencing for team members of DHS-funded E6 Street
Outreach program.
● Foster a culture of professional development and growth by organizing training and
skill-building opportunities for teams.
3. Data and Reporting
● Track, enter, and report program activities and outcomes to support data-driven
decision-making
● Ensure compliance with all regulatory and reporting requirements related to program
services.
4. Community Engagement and Partnerships:
● Build and maintain external partnerships that support high-quality service delivery of
assigned programs. This may include local outreach partners, local government, health
and mental health agencies, other housing organizations, and other community
organizations.
● Represent the organization at community meetings, conferences, and networking events
to promote our mission and initiatives.
5. Other Functions
● Attends conferences and seminars to maintain ongoing training and education
opportunities in leadership skill development, human resources practices, and homeless
services.
● Maintain clinical licensure in accordance with state requirements.
● Monitor inventory and submit orders for office and program supplies to maintain smooth
program service delivery.
● Performs all other related duties as requested.
Qualifications:
Education & Licenses
● Master's or Doctoral degree in Social Work, Psychology, Counseling, or a related field.
● Licensed as a Clinical Social Worker, Psychologist, or Counselor (LCSW, LPC, or
equivalent).
Experience
● Minimum experience of 3 years of leadership in a nonprofit or healthcare setting.
● Minimum experience of 1 year of managing, overseeing, or ensuring compliance with
government contracts.
● Two or more years of experience working with people experiencing homelessness.
Knowledge & Skills
● Advanced knowledge of homeless services and the regulations, laws, and policies
related to this work.
● Strong understanding of trauma-informed care and behavioral health concepts,
especially how they relate to serving individuals experiencing homelessness.
● Excellent verbal and written interpersonal, communication, and conflict resolution skills.
● Proficiency in data collection and analysis for program evaluation.
● Dedication to the mission of ending isolation and homelessness and improving the lives
of marginalized populations.
● Proficiency with electronic applications (Microsoft Office, E-mail, Slack, shared
databases) to communicate effectively with internal and external parties and track
program activities and outcomes.
● Work independently with a strong attention to detail.
● Understand, demonstrate and promote the Center’s values and model those values in
the performance of all duties.
Special Requirements
● Successfully pass a background check.
Working Conditions:
This position requires extensive walking. Must be able to lift 20 pounds on a frequent basis.
Work both indoor and outdoors in a variety of weather conditions. Primarily work in an office
building setting with a quiet noise level.
