SUMMARY
Directs and controls all activities of the Department of Bus Operations, to include oversight of all facilities and personnel in the Offices of Bus Transportation, Bus Rapid Transit and Mobility. Plans, develops, and implements long and short-range programs and strategies in these areas based on the Authority's Strategic Plan, goals, and objectives. Serves as Bus Operations’ prime safety advocate, responsible for promoting a strong safety culture within the department. Represents the Authority to federal agencies, local groups and organizations. Makes presentations to elected and civic officials, community leaders, and local groups and organizations. Interacts with the general public at public events. Assists and supports the Chief Operating Officer in optimizing the Department’s capital resources.
This position has been identified as having responsibility for transit safety oversight at MARTA and is required to comply with the training requirements identified in the Authority’s Agency Safety Plan. Training requirements must be completed within 3 years of employment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plans, develops, and oversees implementation of long and short-range strategies and programs for Bus Operations to support the Authority's goals, objectives, and strategic plan.
- Directs the day-to-day activities of the Department of Bus Operations, to include the Offices of Bus Transportation, Bus Rapid Transit, and Mobility and their related functions.
- Develops and submits for approval operating and capital budgets for the Department of Bus Operations. Reviews directors' and managers' budgets. Manages within approved budget.
- Ensures coordination and cooperation between the Department of Bus Operations and other departments across the authority to support effective customer service by way of MARTA's multi-modal transportation system.
- Makes recommendations and presentations to the Executive team and Board of Directors on matters pertaining to the Department of Bus Operations.
- May serve as chairperson of Source Evaluation Committees required for negotiated bids. Represents the Authority to federal agencies, local groups and organizations. Makes presentations to elected and civic officials, community leaders, and local groups and organizations. Interacts with the general public at public events.
- Administers the collective bargaining agreement; addresses complaints and grievances; provides procedural guidelines for selection and location of work, vacations and assignments; and maintains a positive relationship/climate of trust with elected union officials, shop stewards, and represented employees.
- Assists in the development and implementation of Bus Rapid Transit Corridors, bus stop amenities, and improvements to customer facing systems/services.
- Serves as the Department of Bus Operations’ prime safety advocate responsible for promoting a strong safety culture within the department.
Performs other related duties as assigned.
SUPERVISORY RESPONSIBILITIES
Responsible for the activities of the Department of Bus Operations and those Directors, managers, supervisors, professional and administrative employees, and the operators, maintenance and service employees assigned to the Department. Interviews, hires and develops subordinate personnel; sets standards and evaluates performance of employees; provides feedback, coaches, disciplines, and discharges as appropriate.
EDUCATION and/or EXPERIENCE
Bachelor's degree in business, public administration, or a related discipline. A minimum of ten years experience is required in transit operations or a related function in a multi-million-dollar operation. At least five years of successful management experience to include experience at Director level is required. Significant experience and demonstrated successful performance may be substituted for a degree requirement on a year-for-year basis.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work is ordinarily performed in a standard office environment; however, employee must be able to perform inspections of operating and maintenance facilities, and mobilize in public/customer-facing environments.
