Northern Wasco County People's Utility District is hiring a full-time, 40 hours per week Utility Worker. This position will work a 4 day per week schedule, Monday through Thursday and is represented by the IBEW 125 Union.

General Position Summary:
The Utility Worker will Install, maintain, disconnect, reconnect single phase meters, assist warehouseman, and assist line crews in the field.
Essential Functions/Major Responsibilities:
It is essential for all employees to adhere to Northern Wasco County PUD policies, procedures, and workplace behavior expectations.
- Responsible for installing, maintaining, disconnecting, and reconnecting, single phase meters.
- Assist the Warehouseman in keeping the material stocked and housekeeping.
- Perform material inventory
- Create purchase orders and order material
- Organize and stock warehouses
- Assist with ground help in line clearance tree trimming
- Perform Meter Reader duties.
- Deliver tools, equipment, personnel and material to job sites
- Assist with emergency and storm restoration
- Flag traffic
Secondary Functions:
- Assist in investigating meter diversion and tampering complaints.
- Perform Groundman duties.
- Complete other work as assigned.

Specific Job Skills:
- Requires math sufficient to be able to use practical applications of fractions, percentages, ratios, and proportions, and/or other math skills normally required in electrical theory.
- Must speak and read English to communicate with co-workers and the public regarding publications, technical periodicals, training materials, equipment manuals, and maps.
- Must follow PUD policies and OSHA standards covered in the current NWCPUD safety manual that includes the OSHA standard.
- Maintain working knowledge of the most up-to-date and effective techniques of first aid and CPR.
- Must complete time cards, reports, data tickets, logs, or similar paper work following prescribed formats as explained by supervisors.
- Perform the duties of this position in a safe and efficient manner.
- Must accept responsibility for the accuracy of the work.
- Must be able to operate a wide variety of small trucks and hand tools.
Education and/or Experience:
- High school diploma or GED.
- Completion of an electrical training program preferred.
- Must have a valid, current class A CDL driver’s license with air brake endorsement within 180 days of hire. Driving record must be acceptable and insurable by NWCPUD insurance carrier at standard group rates. An annual consent for a release of one’s driving record is also required.
- Must be a qualified fork-lift operator within 90 days of hire.
- Must be a qualified flagger within 90 days of hire.
Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.
Job Conditions:
No effective protection from weather. Must be able to work in variable weather conditions including but not limited to rain, high winds, temperatures in excess of 80 degrees (Fahrenheit) or below -10 degrees (Fahrenheit), large amounts of snow (using snow shoes), long periods of darkness, etc. Subject to snake bites, bee stings, insect bites and poison oak. Must be able to work long hours in stressful conditions when restoring power during storms or other outages. Commonly exposed to situations, which, if handled improperly, have the potential for bodily injury or death. May be exposed to oils, paints and solvents.
Physical Requirement:
- Requires exerting up to 100 pounds of force frequently, and/or 10 to 20 pounds of force constantly; occasionally pull, lift, carry, and/or move up to 100 pounds maximum with frequent lifting and/or carrying/moving up to 50 pounds.
- Requires bending, squatting, pushing, climbing, balancing, stooping, kneeling, crouching, climbing ladders, crawling in confined or enclosed vaults and on roofs, reaching, handling, fingering, feeling, and talking.
- Must be able to work from elevated position such as an aerial man/person-lift, ladder and or scaffold and access metering equipment locations that have uneven terrain such as back yards, second floors, basements and vaults.
- Requires walking and carrying/moving equipment and materials over uneven ground and obstacles in right-of-way under a wide variety of conditions.
- Must be able to sit from 30 to 60 minutes, stand in one place for brief periods of time, walk up to 4 to 6 hours a day. This position exercises considerable judgment in selecting, using, and adjusting for correct body position, tools, or work aids to work, move, guide or place objects or materials.
- Must be able to hear malfunctioning equipment, radios, etc., and see and recognize problems with equipment, construction/maintenance, etc.
All hourly employees are expected to work widely-varying amounts of unscheduled overtime during power restoration activities or scheduled overtime required to accomplish special projects. Such overtime could range from working a normal 8-hour work day to 24 to 36 hours of continuous work during storm outages. Employees will be compensated at appropriate rates for such position and time worked as specified in the collective bargaining agreement with local 125 IBEW.
All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.
